Editor's brief

Three facts orient everything here. One: the airport is 25 km and 20 minutes away, not the 50 km the file previously carried - Perpignan-Rivesaltes has six rental desks and Leucate is genuinely a same-morning arrival. Two: Leucate is not two spots but seven, and they split by wind rather than by taste - the Tramontane reaches Les Coussoules and Le Goulet first, while Les Pilotis and Aqualand need a marine or southerly. Three: the '300 windy days' number and kiteCOMPASS's 32% are both true and measure different things. Air moves here nearly half the time (Météo-France logs strong wind 40-50% of days at Fitou, 4 km away), about a third of days land in the 12-35 kt kiteable band, and that third clusters in November (40%), April (37%) and January-February (36%). October is the dead month at 15% - not August, which is what riders warn about. Afternoons 12:00-18:00 run 40%, so the sea breeze reinforcement is real and mornings are Tramontane-or-nothing. The logistics truth is that Leucate is unusually easy and unusually cheap to move around. All parking in the commune is free, by municipal policy, and there are signposted camping-car aires at the spots themselves - Aire du Goulet, Mouret at Les Pilotis, rue Dali at Port-Leucate. TER trains stop at Gare de Leucate-La Franqui, Citibus line 15 links that station to all five villages for €1.20, and line 13 runs to Narbonne for the same fare or €9 for ten rides. A car is a convenience, not a necessity, unless you want to chase the wind between sea and lagoon on the same day. Cash is a non-issue: Crédit Agricole and Caisse d'Épargne in Leucate Village, Banque Populaire in La Franqui itself, ATMs at Port-Leucate. There is no hospital in the commune - the Maison de santé at 45 rue Louis Pasteur, Port-Leucate covers first-line care, and A&E means Perpignan or Narbonne, both public with ICU, both 30-45 minutes out. The best bases are three, and they are not interchangeable. La Franqui if you came for the Tramontane and want to walk to Les Coussoules: KSL on the sand with rescue and gear transport, the train station, the bank, the post office - and no supermarket, so shop before you settle. Leucate Plage if you want the year-round option: Camping Cap Blanc is the only surfer-friendly property confirmed open all year, 50 m from the sand and near Les Pilotis, with Mer Sable Soleil next door running its own weather station and spot webcam. Port-Leucate if you need shops, restaurants and a marina evening - Lidl, Carrefour Express, the medical centre, and the only beach in the commune where a dog is allowed. What nobody tells you: the tourist office's own catalogue assigns kitesurf to the three sea spots only. Le Goulet and La Mine are listed as windsurf, wing and SUP; kite is explicitly forbidden at Parcs à Huîtres. If you are booking Leucate on the promise of miles of flat lagoon to kite, verify with a school before you pay. Second: the blue lifeguard flag means reduced surveillance in bad weather, which here is a synonym for the best days - ride where a school has a jet-ski on the water. Third: the windiest months are the coldest ones, water at 12°C in February, so a shoulder-season trip is a winter-rubber trip. Fourth: not one of the nine schools publishes a rental rate card; the only published price in the entire commune's kite economy is KSL's €130 April-June advanced course. The decisions are these. Do you want the statistically best wind or comfortable water - you cannot have both, and November and February are the honest answers to the first question. Do you want to ride Mondial du Vent week (22-26 April 2026 was the 29th edition; late April recurs) and accept that every bed in the commune is booked, or come a fortnight either side into the same 37% April wind with an empty beach. Do you take the car, or commit to one zone and the €1.20 bus. And do you bring your own small kites - a 4 m is not a theoretical need on a beach the tourist office itself describes as taking 100+ km/h.

• Is kitesurfing actually permitted on the étang at Le Goulet and La Mine? The tourist office lists only windsurf, wingfoil and SUP for both, and bans kite outright at Parcs à Huîtres - but riders describe the Leucate lagoons as kiteable. Which is it in practice, and is there a written rule?
• Is the Tramontane offshore or side-shore at the actual launch on Plage des Coussoules? The tourist office calls it offshore at 100+ km/h; kiteCOMPASS calls NW 315° side-shore. A local can say where on the beach the angle changes and where a self-rescue would put you.
• Where can a visitor read the arêté municipal that defines the nautical zones? leucate.fr's 'affichage réglementaire' page has the headings but no documents, so the zoning appears to be posted only physically at the mairie or on beach signage.
• What do kite, wing and foil actually cost to rent by the day and by the week in 2026 at Club KSL, CVCL Beach Park, Wesh Center Crew and Kitepulsion? Not one of the nine schools publishes a rate card - the single published figure anywhere is KSL's €130 April-June advanced course.
• Which mobile network holds up at Les Coussoules and Le Goulet - Orange, SFR, Bouygues or Free - and do any of the campsites have fibre rather than a shared ADSL line? No ARCEP or operator commune-level figure could be retrieved.
• Is Pharmacie la Leucatine in Leucate Village the only pharmacy in the commune, and is there a pharmacie de garde rota covering Port-Leucate in July-August?
• Is there any drone restriction over the beaches, over the étang, or during Mondial du Vent week, given the Natura 2000 and Parc naturel marin overlays?
• Do the beachfront campsites (Mer Sable Soleil, Cap Blanc) stay open and staffed through the Tramontane months of November-February, and what do a week's pitch and mobile home cost off-season?
• How often does the power actually go out in Leucate? Only the national Enedis figure exists publicly (71.6 min/customer in 2024); no Aude or commune breakdown is published.
• Is there any coworking space or reliable day-desk option in the commune, or is the nearest one in Narbonne or Perpignan?
• What does a taxi from Perpignan-Rivesaltes to La Franqui or Port-Leucate cost, and will either of the two local firms take a board bag?
• No commune-specific power-outage frequency for Leucate/Aude was located - only the national Enedis average.
