Malvín

Malvín is an urban kite beach inside Montevideo, working a claimed 3-4 days a week on SE, S and SW winds of 10-30 knots, with flat water in the more easterly directions and small waves once it swings south-westerly. It's an easy, all-levels city spot reachable by public transport, with rocks to avoid on the beach's left side.
