Punta del Este
Uruguay's glamorous flagship beach-resort city, nicknamed the "Monaco of the South," on the Atlantic coast of Maldonado Department. Kiting here is open-water and more wind-dependent than the sheltered Laguna Garzón/José Ignacio lagoon nearby, so it functions more as a secondary or backup spot when conditions allow, in a city built around beach tourism rather than kiting itself.
