Albania's second port city offers three linked kite-relevant beaches along its bay, with Hidrovor known for a broad, gentle entry that can develop wave potential when the wind is strong. The city sits between the Adriatic and Ionian seas at the mouth of the Bay of Vlorë, with the Narta Lagoon and its Zvërnec Island monastery just to the north - a very shallow (0.7m average, 1.5m max depth) lagoon and Important Bird Area that borders the kite beaches.
