Paracuru
A real Brazilian town (not just a kite camp) about 90 minutes from Fortaleza with a paved road in, a proper bus terminal, actual nightlife with live music, and a reef spot famous for delivering flat water in the morning and reef waves in the afternoon. Good pick for kiters who want some town life and infrastructure without going full resort.
